Teasing is cute when it ends with real nudity. Endless teasing like in case of Olivia Munn or Megan Fox, is just annoying. If there's a news that Olivia Munn or Megan Fox is topless in some magazine, my first thought should be: "Mmm...sexy!". But it ain't. Lately, it`s just: "God! This crap again!!"
This is not topless. This is an empty tease by yet another self-important diva.
It's all in the wording, unfortunatly. That she is "topless" simply means that she's wearing noting on top. As for being able to see anything, well that's always a different story. What they don't seem to realize is that the longer they tease, the more likely it is that we'll loose intereest in them. Then we have to deal with the whole "five years later they've come back, and showing skin!" headlines, when they could have stayed in the spotlight and in our hearts the whole time by just being smart a little sooner. It's almost anoying when they do this constantly, but fortunatly more of them are figuring this out and allowing us the beauty of their natural talents while our interest is still peaked.
I agree that terms are being thrown around rather loosely - when it's the women who should be loose. Of course, I disagree with Mr Skin on the "half-inch-of-butt-crack=nudity" policy for the same reason, but it's not my site. :-)

But no, I don't think we should be supporting this kind of stuff - look at the Kardishans - they'll never get naked if they don't have to, and can keep making big bucks by teasing.

So, no, side-boob, or any other cover-up isn't nudity and doesn't count (rackula). Thanks for asking.
